Many areas of the country are now providing incentives and rebates to assist consumers who want to make the switch to electric bikes. Please note that the popularity of e-bike rebates and incentives are increasing daily and there are numerous proposed initiatives and pieces of legislation across the country that will be voted on in the coming months at the local, state, and national level. While we provide information below on statewide discounts, a link to the E-Bike Incentive Programs of North America Tracker is provided where other rebates are available.
California
A 10-million dollarPOS discount from the California Air Resources Board (CARB)has been approved and will enable up to 10,000 Californians with incentives to purchase e-bikes. Qualifying applicants can get a voucher of up to $750 for a regular e-bike and up to $1,500 for a cargo or adaptive e-bike.
Another state-wide initiative is the Clean Cars 4 All program which is a parent program that provides up to (a staggering) $7,500 on a pre-paid card for use towards the use of bikeshare or the purchase of an electric bicycle with a used-vehicle trade in. This initiative aims at helping low-income residents replace aging transportation with electric vehicles.

Colorado
The Colorado General Assembly passed the Air Quality Improvement Investments Bill on June 2, 2022. The bill provides 12-million dollars for local governments and non-profits to administer a bike-share program or an ownership program for the provision of electric bicycles in a community.
There are 15 additional approved, active, or pilot rebate/incentive programs across Colorado, a state that has led the way towards the numerous benefits of electric biking. Connecticut
The Connecticut Clean Air Act (May 2022) expands the Connecticut Hydrogen and Electric Automobile Purchase Rebate which now includes a $500 rebate for the purchase of e-bikes. There are income qualifications, and the rebate must apply to bikes that cost $3,000 or less.
A personal tax credit for all state residents (for all e-bike purchases) is currently being discussed in the state General Assembly which will give a tax break of between $250 and $1,000. The committee on finance, revenue, and bonding is currently reviewing the bill.
District of Columbia (Washington D.C.)
goDCgo’s“Get Paid to Pedal” campaignoffers all District school staff members $200 towards a new bike for commuting. To date, 171 staff members in 90 schools have been reimbursed more than 35-thousand dollars.
Hawaii
The Electric Bicycle and Electric Moped Rebate Program bill passed in the Hawaii State Legislature (May 2022) giving Hawaiians a 20% rebate on the purchase of electric bikes with a maximum of up to $500.
Massachusetts
House Bill H3262 with steering by the Joint Committee on Telecommunications, Utilities and Energy (while not approved yet) would give Massachusetts residents a rebate of between $500 and $700 on all electric bike purchases. An income stipulation would be included.

Michigan
The city of Ann Arbor has partnered with local e-bike vendors to offer a $100 discount for electric bikes and a $50 credit towards the purchase of accessories.
New York
Senate Bill S3080A (also known as the Ride Clean Rebate) has passed the state senate and is awaiting Assembly passage before being delivered to Governor Kathy Hochul for approval. New York residents who qualify would receive an immediate rebate of 50% off the purchase of an electric bike with a maximum incentive of $1,100.

A 5,000-participant pilot program is also currently being conducted in the Bronx and Brooklyn as part of the Equitable Commute Project.
Oklahoma
A statewide tax liability credit of $200 for the purchase of new and qualifying electric bike purchases is currently in the Oklahoma state house awaiting approval.
Oregon
A newly proposed bill would provide Oregonians a rebate up to $1,200 off the purchase of a non-cargo electric bike and up to $1,700 off the purchase of an electric cargo bike. The minimum retail sales price would need to be above $950, and the buyer would be required to keep the bike for one year. There are no income restrictions to qualify for the rebate. Accessories can also be covered. The 2023 Oregon Legislative session will take up the measure in early January.

Texas
The city of Austin is offering a rebate for all Austin Energy customers (residential and commercial) - $300 for individuals and up to $400 for fleets of new electric bikes. The application must be submitted within 60 days of purchase.
Vermont
A statewide bill currently in the House committee would provide $200 to $400 towards the purchase of a new electric bike. Income verification will be required.
Green Mountain Power is allowing customers to bring in a utility bill to e-bike stores and receive an automatic $200 rebate on a new e-bike or an e-bike conversion.

Washington
House Bill 1330 is currently being discussed in the Washington state legislature and would provide a $1,000 tax credit for all electric bike purchases – funded by $100-million dollars in capital. The rebates would be available for individuals who earn less than $250,000 annually or a household that earns less than $500,000 per year.
